LWDA 71 WIOA Pre-Application Screening
Thank you for your interest in the Workforce Innovation and Opportunity Act (WIOA) Program administered by the City of Shreveport, Local Workforce Development Area 71 (LWDA 71), through the Department of Community Development's Workforce Division and the Caddo American Job Center.
The WIOA Pre-Application Screening Form is the first step in determining whether you appear to meet the preliminary eligibility requirements for WIOA-funded career and training services.
Submitting a pre-application does not guarantee eligibility, enrollment, training, or financial assistance.
Before You Begin
To help expedite the review process:
Uploading Required Documentation
Please upload current, complete, and legible copies of all applicable documents listed on the Eligibility Verification Checklist. Depending on your circumstances, documentation may include proof of identity, age, citizenship or authorization to work, residency, Selective Service registration (if applicable), income for the previous six (6) months, public assistance, unemployment benefits, education, or other eligibility requirements.
To help avoid delays:
- Upload only documents that apply to your situation.
- Ensure all documents are readable and current.
- Income documentation should cover the previous six (6) months, when applicable.
- Utility bills and similar documents should be the most recent available.
- Incomplete, outdated, or illegible documents may delay the eligibility review process or require additional documentation.

What Happens Next?
Pre-applications are reviewed in the order they are received based on staff capacity and available funding.
If your pre-application indicates that you may qualify, LWDA 71 staff will contact you to continue the eligibility process, which may include:
- Verification of eligibility documentation.
- Required assessments and evaluations.
- Career planning with a WIOA Case Manager.
- Determination of suitability for WIOA-funded services.

- WIOA is not an entitlement program.
- Completing a pre-application does not establish eligibility or reserve funding.
- Eligibility does not guarantee enrollment or services.
- Enrollment decisions are based on federal and state requirements, LWDA 71 policies, program priorities, and the availability of funds.
- Applicants are expected to provide accurate information and attend all scheduled appointments throughout the eligibility process.
