Operation Safe Neighborhoods Phase II

Program Guidelines


The City of Shreveport is undertaking grassroots community efforts to help its citizens combat crime within their neighborhoods and homes. As a part of Operation Safe Neighborhoods II, the City of Shreveport is offering its residents equipment and services designed to give homeowners tools to assist with public and personal safety. For this phase of the initiative eligible residents will be provided installation of front and rear motion-activated flood lights and one deadbolt lock. Equipment and labor are provided at no cost, subject to availability.

Eligibility Criteria

  • Homeowners only.
  • Elderly (62+) or disabled residents may qualify as either homeowners or renters.
  • One application per household will be considered.
  • Property must be in Shreveport city limits.
  • No existing flood lights on the property.

Proof of Eligibility Required (copies only, please do not provide originals)

  • Homeownership: mortgage statement, property tax bill, deed, or homeowner’s insurance.
  • Elderly: government-issued ID showing date of birth.
  • Disability: SSI/SSDI award letter, VA disability letter, doctor’s verification, or similar official documentation. **Note: Disclosure of disability status is voluntary. Documentation will only be used for eligibility determination and will remain confidential.

Installation Guidelines

  • Each eligible household will receive: Two motion-activated flood lights (front and rear of the home) and One deadbolt lock, installed in the location of the resident’s choosing.
  • Installations are subject to equipment availability and will be scheduled on a first-come, first-served basis.

Program Limitations

  • The City reserves the right to verify all documentation prior to installation. Participation in the program does not create an ongoing obligation for the City to maintain or replace installed equipment.

Application Process

  • Complete the official Operation Safe Neighborhoods II application form with all required supporting documentation as outlined above.
  • Submit the completed application by online submission or by hand delivery to the City of Shreveport’s Department of Community Development.
  • Approved applicants will be contacted at the telephone number provided on their application to schedule installation. If two attempts are made to contact an applicant without response, the applicant shall be moved to the bottom of the waiting list. The applicant may be reconsidered for services only after all other eligible applicants have been contacted and processed in order.

Acknowledgement of Application Terms

  • Submission of an application under this program constitutes the applicant’s acknowledgment, acceptance, and agreement to all certification terms, conditions, and representations set forth on the signature page of the application. By submitting the application, the applicant affirms that they have reviewed, understood, and agreed to be bound by the certifications in their entirety.
